Tourism is a valuable and quick-impact on economic approach and is raised to land use considerations, and has fewer risks and costs in the field of investment due to the availability of resources compared to other projects. The purpose of land use planning is to balance geographical distribution of economic, social and cultural activities in the area toward natural and human resources, and therefore to achieve sustainable development. Tourism as one of the multi-dimensional aspects of spatial development of a region has the potential to be the first in the development planning. In the last decade, “geoparks” as geotourism targets are considered the main approach of development in many advanced countries and those that have limited resources or related industries. National and international introduction and registration of empowerment zones called “geoparks” is the new initiatives in the development of geotourism, and is important strategies in order to achieve goals such as sustainability and environmental protection, rehabilitation and economic stability of local communities (employment, income), creation of social welfare in rural areas and low population centers which are of low interest of industrial, mining and oil budgets. In this paper, with the use of descriptive survey method (review the attractions and potentials of the Lorestan province), using SWOT strategic plan, necessary strategies to establish eoparks have been developed and proposed. Based on IE matrix, the sum of total score of internal factors of geopark role in the province geotourism was obtained to be 3.916, which means strength of the internal factors in the province. Therefore, the province capabilities in the creation of eoparks has overcome the weaknesses. The sum of total score of external factors was obtained 3.674, which means opportunities overcome the threats in the creation of geoparks. So, the creation of geoparks as a preference option in empowerment in Lorestan province was proposed and studied, and aggressive strategy was determined as the prioritized strategy in this regard.

In 21st century, geologists of the developed countries paid special attention to the usage of criteria for evaluation of geodiversity and introduction of the country’s geoheritage to conserve this valuable heritage and its usage in sustainable way. Conservation and utilization of geoheritage or mining heritage is carried out in the framework of introducing a national or global region as geopark. Geopark is an under protection area that in addition to the geosite richness contains historical, cultural, and natural (ecosites) places. Making use of efficient management and proper training of local people and emphasizing on recreational teaching of geological and environmental concepts, it can attract tourists to fill their time through interpretation of all attractions in a way that this measurements cause improvement in economic-social situation of the local people as well as all people in the country. The study area is located around the world heritage site, namely Takht-e-Soleiman in the northwest of Iran that is rich from geodiversity, biodiversity and historical-cultural diversity points of view. However, the study area is economically poor. Accordingly, establishment of a geopark in the region can increase job creation, prevent immigration of villagers to the cities and flourish economic life of the region. In this study, two methods used for evaluation of criteria each of them includes some parameters and sub-parameters. Based on calculated scores for each site and making use of interpolation methods in GIS environment, the geopark territory and the best geotrail were selected.

That in addition to playing an educational-scientific role, it causes to touristic development. In order to introduce and evaluate geotourism potential of Quaternary phenomena in Sedimentary basin of Gorgan Plain, this study is based upon library review, consideration of previous records in regional, zonal and national scales, field operations and photographic documentation. The results show that 75% of geotourism phenomena are in pattern and indicator level and 40% are placed in zonal site from the value and importance of each geotourism phenomenon points of view, respectively. Due to climatic changes, variety of weathering processes, zonal erosion system (Caspian-Alborz) and sea level fluctuations during Quaternary and ancient eras, Gorgan Plain has unique geomorphic evidences and landforms and natural structures such as continental, and coasteal sand dune with various forms and compositions, loess materials and ancient hills, tectonic-erosion origin lakes, mud volcanoes, meanders, and Gorgan-Rud and Ghara-Su deltas. Diversity of geotouristic phenomena of Quaternary in Gorgan Plain is absolutely prominent on national and the whole Caspian Sea basin scales and it is convertible to a zonal scale geopark.

Basing its foundation on the common sense and relying on the human rationality as a collective tool, this study brings to light the fact that touring in nature by providing the due opportunity of gaining underived data through the rationalistic exploration of nature in its rich variety of geomorphologic and geological phenomena can afford a clearer definition of ‘beauty’, hence the term ‘aesthetic geotourism’. In other words, the geotourist in his own endeavor by taking the natural paths leading to a closer look at the delicate strands of the rich fabric of nature is involved in a rationalistic attempt which will culminate in coming up with an illuminated mental concept of beauty. In the last analysis, touring in the nature and its geological phenomena is among the effective factors helping to illuminate and clarify man's mental concept of beauty, which in itself can open a more reliable horizon toward developing a sustainable geotourism based on rationalistic geological aesthetics.

Zanjan province with 22164 square kilometer is situated in North West of Iran. From geological point of view is a part of Central Iran and in geomorphologic classification it is identified as North West geomorphologic unit. Volcanic formations, intrusive granite rocks, major faults, Miocene evaporative basins and karst topography resulted in a variety of geosites in this province. Mountains and interval plains are stretching from north west to south east direction and drained by Ghezel Ozan, its tributaries, Abharrud and Khrarud Rivers. Ghezel Ozan pours into Caspian Sea and others goes to Hoz-e-Soultan Lake in Central Iran. The highest point in province is 3332 m above sea level in Belghaise Mountain and the lowest (250 m) located near to Sefidrood reservoir. Karstic caves such as Katalekhor, Zarin and Kharmanesar caves in south east and north east of the province, Chehr-Abad historical salt mine (where six salt men were discovered in north west of the province), tens of fingers of god and butte in conglomerate formations in Mahneshan and Angoran districts, badlands in Tarom area and west of zanjan city, tens of diapir domes in Ghezel Ozan watershed, mushrooms in granite rocks, and several hot springs are examples of this geosites. For inventory and analyses of these geosites in field work, topographical and geological maps of different scales and Global Positioning System (GPS) were used. Some of these geosites can have national and international importance. The Province is thus having very favorable conditions for geotourism development.
